Different Theme?

Hi, where can I change the color theme? I'm used to be able to change the theme in user settings but the control panel in here does not provide any options. I cannot stand black websites.

It would be nice to have a good default colour scheme to make it stand out.

Themes are a pain in the arse to be honest. I may redesign the site just before spring.
